Go to the trouble of finding something very unusual. I best like giving gifts with a story behind.
For example, buy a native product from a far away country. Tell the reciever how you bought it will trekking through that country or that is was a gift for saving the cheiftan's daughter from being mauled by a lion.
I am Australain and often I have sent cheap to friends overseas. But I have sent special Australia things, such as Australian honey or Australian scented candles. I could have bought more expensive things, but these unique products are always recieved well.
In your local area cruise craft markets and non-chain gift shops looking for something highly unusual.

if its for a girl, sephora.com has a gift section where they have gift ideas under a certain amount of $.
Gap.com also has it as well as many other stores.
I know a place where they have reaally cute phone charms with a leather band and letters and hearts, stars, crowns etc with "diamonds". You can spell out a name or anything upto 8 letters and doesnt look cheap at all. It comes out to less than $15 depending on how many letters you put. I dont know if any other place has it but Im getting a few people that and I have one myself! =]

Try the book store and also the Jewelry counter at walmart. They have some nice sterling silver that is in that range and under.
