Are they superpowers? Theire economy is strong and their literacy rate is 97%. Most of it is modernized and they have resources.

The problem is you have to define First Power. How do you want to judge a country? GDP per capita, growth rate, govt debt level, literacy, life expentacy, home ownership, crime rates, corruption, etc. Jamaica and Barbados are not really comparible. Barbados only has a population of 280,000 and still has a very strong ties with the UK. Jamica and the DR would be considered developing countries.
