Hi, sorry to hear about you getting hassled by an ar*e.
Although making threats to commit harm is an offence on the statute books of Great Britain, it is relatively hard to prove unless you get corroborrating evidence from a third party or even a video recording.
Check with solicitor as to legality of recording another person without prior warning as EU/human rights legislation has imposed conditions. So glad Mr Blair blindly signed this country up to that piece of cr*p!!!
It is an offence under the harrassment order to "pester, harrass, annoy" anybody. Usually this has to take place 2 separate times. Make a statement to your local Police station outlining the previous behaviour and they are obliged to warn the alleged offender that an allegation has been made. There is no power of arrest at this point unless they have threatened to commit criminal damage or made threats to kill. If the other person harrasses/annoys/pesters you again, you can make a second statement which provides the Police with a power of arrest. I'd hope they would act upon this and arrest the offender, interview them and should there be enough evidence, charge them to the next available court within your district.
As with all legal/criminal matters I strongly advise you to consult with a sensible solictor/citizens advice. Police are inundated with calls of differing importance and by nature will try and talk you out of making an official statment. I should point out that the vast majority of Police want to help you and get on with their jobs but government red tape and performance figures have stamped them into submission.
I base this on Northern Ireland legislation which should not be dissimilar to the Mainland's

I'm always surpised by the fact that most people don't know that verbally threatnening someone with physical violence is actually assault. As long as you have reason to believe that the person making the threat is reasonably capable of carrying out said threat. Therefore, it sounds as if your neighbor has already comitted a crime. Go to the local polic statiion in person and file a complaint. You can usually get better results filing in person rather than on the phone, since cops get so many whacko phone calls everyday. By showing up in perosn they will see you are not crazy and have some credibility and will take oyu more seriously.

Call the police. Tell them that you are constantly being harassed by your neighbor and that he uses drugs.
If you know what kind of drugs he uses and where he gets them be sure to tell the officers. When the officers respond, tell them you want to make a report and that you want to get a restraining order.
Once you make the report, take it to court and file the paperwork to get a restraining order.
If your neighbor keeps harassing you during this time, continue to call the police, and log every time he bothers you.
When you go to court, take all of your documentation, every police report you have made, and be prepared to talk about what the neighbor is doing to harass you. If there are any witnesses to what he does, make sure they appear to testify as well.
If you are awarded a restraining order, have him served ASAP.
If he violates the restraining order, call the police immediately. Now he is committing a crime that can get him sent to jail. Judges take violating a restraining order very seriously.

I know this is kind of wordy, but you really need to get him served with a restraining order, he doesn't sound like he is going to just go away.

Call the police. You're not a wimp for doing so, you're a wimp for being too afraid to do so. Much luv, stay safe, and never be intimidated by any mortal. There isn't a thing they can do beyond death, if they're crazy enough or gutsy enough to go that far . . . your neighbour just sounds loud and disruptive. Always keep a level head, and I will say again, call the police. Much luv and stay safe.

Scum always throw threats when threatened, whenever they are caught out they will try to turn it round onto their victim to take the heat off themselves. Dont be afraid to call the Police, they see through this type of crap. They deal with it all the time. His threats are just a feeble attempt to stop you involving the authorities. Dont be intimidated.

Call the police and keep calling them until they move out of the neighborhood. If neighbor is a drug user it may go from verbal to violent abuse. Keep yourself safe and document the times and situations for when you call the police incase you have to go to court about the problems.

That guy is a loser, and is harrassing you. Harrassment is unlawful and should be reported. The cops will likely visit him and advise him to stop, and as a drug user, that should at least make him think twice. Especially if he's using drugs when the police arrive at his door : )

dont be afraid of this fool,record what hes doin call de police or just stand up for yourself scum like him thrive on fear next time he comes round laugh at him,and if you have upstairs window scald him with some hot water next time he comes screamin in your letterbox best of luck

Easy solution, kick his teeth down his throat. Make sure no witnesses. You may get in trouble for this though.

OR, Have cam corder on stand-by, record a few incidents, if he's uttering threats, that's a crime. Call the po po and show them the tape and have him arrested.

Have a restraining order put on the person, and get the police involved.
