Well, do you want speculation or fact, because fact will be very hard, if not impossible to come by. The speculation is that, in fact, they did, BUT, there are really no hard core facts to prove that statement, and probably will not be for the next 30 years when through legal action, the files will be opened. However, what we do know about CIA projects are that they have, in the past, sponsored and gone ahead with other drug programs including the injection of radioactive isotopes into humans--just to see what would happen, LSD parties--just to see what would happen, venereal disease injections on impoverished black males--just to see what would happen, and administering certain drugs/bacteria/chemicals to convicts in prison--just to see what would happen. Now, based on that track record, you will have to draw your own conclusions regarding the 'crack' rumor, because there will be zero facts to back any assertion like that, up.

The CIA was pretty busy with the evil empire back then. They just didn't have time for hanging in the 'hood. The unfortunate folks in those ghettos were in no position to undermine the authority of the US goverment during the 1980s, so why would the CIA go to the trouble of inflicting further misery on them? Anybody who has what it takes to lead a revolution isn't a ghetto-dwelling potential crackhead. The fact that unrest during those days degenerated into looting shows just how unpolitical it was.

Ummm, no. The CIA has no, none, nodda, zero, directive to operate inside the US. Period. That's the realm of the FBI, and believe me, they guard that jealously. Since, the FBI were operating counterdrug, even in the 80's; were this to happen, elements inside the FBI in the 80's would've LOVED to humiliate the CIA.
This is left-wing, "keep the poor down" propaganda, with absolutely no facts to back it up.
