Use email or telephone. Visit each other during school breaks or holidays if allowed by guardians.
My best friend has a former best friend in Madison, Wisconsin. They call each other and send email, and I've heard that she would come to visit sooner or later (her father was coming on a business trip to near our residences). They've kept in touch for around five years this way, and I was quite impressed.

I know what it feels like to have friends move away. Try to keep in touch by phone. I figured that that's the best way.
