Red Tide is not a fungus. It is caused by an algae (alexandrium tamarensis) which is normally present in the sea, but at low concentration.
To grow, the algae needs a food source and sunlight. Normally, the surface of the sea, where there is sunlight, is deficient in the nutrients so the algae is present in low concentrations.
The deeper, cooler sea layers are rich in nutrients, but have a low exposure to sunlight.
When there are strong tides, the deeper layers well up to the surface so you have the combination of nutrient rich water and sunlight. The algae grow explosively, and are present in such high concentrations that the sea can turn a deep red color.
Normally, the red tide is common in the spring when the tides run strongly. However, in the past couple of years, the currents in the Pacific all the way from California to southern Mexico have run cooler than normal so many places which only had one occurence have had as many as 6 or 7 during the year.
In shallow water, the algae can cause fish kills because they use up the oxygen. In deeper water this is not a problem and the red tide will disperse after several days. While it is present, it is wise not to eat shellfish since the algae can cause a paralysis when shellfish are ingested. Aside from the oxygen factor, normal fish are not affected.
So, the red tide will affect San Diego the next time the conditions described above occur.
