An effective way of limiting their movement is to "sit" on their chest. Put a knee outside each shoulder and apply enough weight to keep the torso stable. Then use the close your eyes turn the head slightly so the outward corner of the eye is tilted down and put the drop on the inner corner of the eye and have them open the eye.
Also some drops feel better if they are cool so keep them in the fridge. Did this with my daughter 6 at start. And once she realized the drops helped didn't have to "sit" on her anymore.

Why is a 4 year old needing eye drops in the first place? I would say wait till he's asleep and then give him the drops. I have just never heard of a child that young needing eye drops.

Give him a break from the drops for a little bit, and then try the old-fashioned trick called bribery. If all else fails, put him on his back on the floor, straddle his chest and arms firmly but not too hard, hold his head, open his eye, and put the drops in. He'll get over it.

My daughter hated to have drops put in her eyes. I did find that if you turn your childs head a little bit to one side and drop the eye drops into the corner of their eye and then turn their head back and have them open their eyes, the drops flow right across the eyeball. As far as getting them to sit still, can't help you there. My daughter would sit still and once I found this technique, everything was fine.

dont hold the dropper directly above the eyeball, that can look a bit scary. hold it in the inner corner of the eye to apply and get him to shut his eyes and move them side to side when you've applied the dose. that will spread the drops around the eye. if it's less scary you might not need to hold him down.

have them shut their eye and put in on the tear duct then have them open the eye and gently pull down the bottom eye lid to let it in. That is what our pediatrician suggested with our kids when they got pink eye.
