unemployment insurance is just that, insurance that is paid by the companies a person works for and is administered by the state. ( a state required insurance)
As such each state has thier own laws and rules, some states only have a one week waiting period, and each state has its own amount it allows to be paid.
But the reason for the insurance is to pay for long term unemployment, not temp layoffs, so there is in most if not all, a specific time period that has to be meet first.
In many states, if you are unemployed for a longer time, they go back and pay for those first week or two for extended unemployment, but it will vary from state to state

I know...it sucks. We are getting laid off from my factory for the first two weeks in January and I won't get paid for it. Luckily, you only have to put in one 2 week waiting period each year in Canada, and then if you get laid off again within that one year period, you just re-start your E.I. claim without having to wait again.

The answer they gave me was that the two week waiting period was kind of a 'deductable' on the insurance.
I figure its just another way to save themselves money and/or discourage people from collecting EI.
BTW Sometimes they waive it if you are going onto sickness benifits. They did for me recently

Because it's 2 weeks that the govt doesn't have to pay you. Never mind you put into the system... Another way to get ripped off courtesy of the govt.
