rub up against other turtles i guess?? maybe why they're so slow moving. constant back itch

The easiest way is to crawl under a fence made of barbed wires, low enough to touch his back. Better still if the wire is connected to electric points, than it will scratch and vibrate or massage him at the same time.

It doesn't because things like that don't itch. Does your hair get itchy? No it doesn't but your scalp may.
