I am participating in a Model UN and need to choose a country. I am trying to find one that has strong beliefs in these two subjects in order to perform well.

How on earth do you compare/contrast these two subjects?
More info would be appreciated if you want any sort of intelligent response.

Try a Scandinavian country. They seem to have a bit more sense when it comes to environmental factors. If and how they treat their incarcerated children I wouldn't know, but it should be easy enough to look up.
In lieu of that - try Canada. They are MUCH better re: Global Warming than we are, but not as nice to their kiddie criminals.

Any country that stands to receive money from the U.S. from the fines for pollution is for global warming laws.

Just an FYI.... China puts 700 tons of mercury in the air the U.S. only puts 40 tons. China would be exempt from the fines of kyoto... Global warming is natural not human born.
