How to know the owner of the IP shown above?

I'm not sure if you can pin point people from IP addresses. If it's abuse you're getting, it may not neccessarily come from that IP address, it may be faked, but you could get in touch with the ISP and quote that IP address.
This IP address is based in Kuala Lumpur, Malaysia.

you can trace an IP address easily using the website My IP Address and Location http://www.ip-adress.com/).. Simply enter the IP address in to the box and click [Enter]. The site will display the name of the ISP and the geographical location. There are other sites which can locate an IP address but, what makes ip-address different is it uses Google Maps to pinpoint the location.
