I hate the stuff and I want to get rid of it. Is there an easier way than just jack hammering it off? Damaging the concrete underneath isn't a big deal. We will be resurfacing the concrete anyway.

Gas, just pour gas on it. Then scrape it off. It comes off easy. Just be careful about fire. I learned this the bad way. Spilled gas as I was mowing the grass. The entire area cames off the step.

best way to remove epoxy from concrete base is to use xylene or any ketones and pour it around it so that the epoxy gets debonded and then knock it off. even diesel can debond the epoxy. if u r prepared to break the concrete then chistel and area around the rock and fork lift it to keep it where every u want or to dispose it
