it's not dripping from the spout, but rather water comes up from the base of the faucet when the water is turned on.

You probably need a new seal in the ball valve. It's an easy fix.

Shut off water
remove handle(allen key)
remove valve housing with pip wrench(wrap in tape to protect from scratching)
remove ball valve, and replace 3 small rubber bushings.(o-rings)
re-assemble.

I'm guessing it's a Delta single handle faucet???

It's an internal problem. If you can take the faucet apart down to the inside level, there is most likely a washer you can replace. Start by taking the hanle off it it's a single handle unit. You should see how to take it apart once you are inside. The models vary but the basics are the same.

Like the two guys above me said, it's a stem sealing problem. Buy the repair kit for your faucet brand, and get into it! This is a great way to learn how to repair it.
