I used to use a product called Johnson's Kitchen Wax; I think it was made by Johnson & Johnson (the baby powder company). It always made the formica counters sparkle like new. Don't know if you can still find it but if you can, it works great.

Formica loses its shine because people use abrasives to clean it. All polish does is 'polish' the surface.
There is no good way to renew the shine on Formica.
A clear spray is not a proper way to handle it. All that does is coat the Formica and that gets scratched away even easier than the original finish on the Formica.
Your counter needs resurfacing which can be done with any of the rolled goods used for counter tops. That material has a surface pattern that's probably ten times thicker than the Formica pattern and it's applied with a 'linoleum' type paste - and it doesn't get noticeably scratched as does Formica.

Go to your auto parts store and get automotive rubbing compound and also polishing compound. Starting with the rubbing compound and a soft cloth, rub the surface of the Formica until the scratches are removed. Be careful, as some Formica materials are very thin for flexibility. Then use the polishing compound (which is a much finer material) to give the surface a shine. A wax or other treatment is optional after using the polishing compound. In a pinch you can use toothpaste instead of the polishing compound.

Shine formica counters. Formica tops and counters will shine if cleaned with a cloth soaked in distilled vinegar.

Is it "formica" or another plastic laminate?
Many laminates manufactured today are available in different sheens. The public has sent a message to manufacturers that they want flat, matte, gloss, and high gloss finishes.
They are all available. Without knowing what you have you may as well ask how do I make my flat paint glossy.

CarDude is on the right track. & so were the Johnson Kitchen Wax fans but the easiest = Lemon Scent Behold type spray and buff then light pass of Liquid Gold Spray and wipe shine. Will be beautiful and smell good too.

while doing a butcher block top with mineral oil i put the towel on the counter. oops, i tried to wipe it up but it looked really good in that spot. so i did the whole counter, then wiped it really good. it shined it up nice and not oily either. give it a try, if you don't like it you can wash it off with a little soap and water.

I have used any carnuba type car wax with good results. It is not a permanent fix, but it will last longer than regular car wax and is easier to apply and buff than Johnson wax.
