It depends from college to college. On the college website, there will usually be some information on this subject matter.
The GPA, in conjunction with your SAT/ACT score, will largely determine your admission. Also, when you have a low GPA, college admission officers will look at other factors in your life, such as athletic prowess and special circumstances.
Generally though, a 2.75/2.5 is the lowest point, with an SAT score of about 1000 as a low end score

I'm 54 and have a BSEE and an MBA plus several AA and AS degrees. I have graduated in the top 4% and in the MBA I graduated in the top 2%.
I graduated from high school with a 1.8. Yeah, a D. I was supporting myself and worked at night (back when kids were actually allowed to do something other than screw off). This, of course affected my grades.
You only need to ask yourself if you really want to go to school, if you really do, then do it. If you don't then don't waste your time. College is overrated for the poor anyway.

It depends upon the admissions standards which varies from university to university. Usually between 2.5 and 3.0 for admission to the university but individual degree programs that are highly competitive, for example business, may require a higher GPA for admission to the program.

It really does depend on the university/college. You want to find one that matches you. I have heard for instance that some of the CSU schools this year only require you fill out the application, they don't care about GPA or SAT's (they are desperate to fill slots). so you might try them.

It depends on the college, as well as the types of courses you took to receive those grades.
For example, one person I knew during their senior year had one our as teachers aid, One hour of study hall, one hour of chorus, one hour of concert choir, all of which were shop up and collect your A types of classes. He also had to take one required English and one required government class, and had a 4.0 average his senior year. (Previous years he had a similar course load, including wood shop, metal shop, drivers ed, etc. He had a 3.8 or better GPA all through high school.
I took honors English, algebra, trigonometry, geometry, phisics, chemistry, biology, and had a 2.5 GPA throughought most of high school.
We both applied to the same college. I got accepted and he didn't.

tottally subjective. just do it and if its good keep it up. if its not so good and you want help go to a tutor. if it aint your teabag trash it and follow another course. it can't hurt to try.
