The brain realizes that you are full from chemical signals travel ling in your blood stream. It takes approximately 20 mins for the nutrients in your food to enter the blood stream. Once the signals are in the blood stream, it takes less than a minute for them to reach the brain. The brain works differently for water. There are hydrosensors in your throat that detect when you drank water, therefore you start feeling refreshed shortly after a drink even though the water has not yet reached your body

I don't believe that's an actually fact. You would be able to feel it being full at the same time, your nervous system would notice the increased pressure caused by your expanded stomach. But if 20min is the case, it's most likely caused by the chemical processes taking place to break down the food creating gas and internal pressure in the stomach making you feel full.
