No. Being stupid is doing something that goes against common sense/logic.
I ask for clarifications all the time at my work because I have a 40% hearing loss and there are a lot of people out there that have quiet voices.
If someone doesn't know the answer, then he's not necessarily stupid. There are things that we as humans just don't know.

I consider people who ask questions to be more intelligent. But I wonder about yours when I try to decipher the question. Do you mean "asks questions for clarification, or he doesn't know the answer?"
I judge a person's intelligence on their writing skills.
