If you mean for passing urine, never happen.

If you mean sexually...see line #1 above.

Basic biology - if you're swimming, you're exerting yourself, your blood flow is directed away from your penis, which, in conjunction with the increased heat loss from being immersed in water, results in the "shriveled" appearance you're referring to. (When you're not exerting yourself, there is still certain level of blood flow into the penis, and that helps to keep it sort-of inflated.)

I'm assuming you don't already know the answer, so who would? Perhaps men on swim teams. The variables need to be considered such as water temperature. And how long will it not work for? And what sort of work is being expected of said penis? I would not consider it "work", if what I assume you mean is true. Regardless, whatever the answer is, I'm sure the effects are temporary.

This would never ever happen because the muscles in the penis would not get affected by being soaked in water.
