It is illeagle for you landlord to shut off gas or any utility in your home for any reason. I would advise you to speak with an attorney in your area and find out what you need to do to force the landlord to turn on your gas. Each state is different when it comes to this subject, but it is clear you landlord is violating landlord/tenant law in your state.

It's hard to say because I don't know the circumstance, but in general it's always important to document any of these events. Write him a letter and send it registered mail.
Second, you never have the right to withhold your rent. If it gets to the point where you want or feel like you need to do that, you need to open up an escrow account and put the money there until he fixes the problem and then you can release the back rent to him.
It also depends on the state where you live. Get on the internet and find the tenant rights in your state. Tenants tend to have more rights than the landlords. Sometimes the states will have free legal aid for people in situations like yours. I wish I could help more, but I don't know what state you live in or the circumstances surrounding the cut off gas line.

Call the gas company and tell them your landlord has turne the gas off! Call the cops to see if you can file a report if not charges! Hell, find another place to move! Save 2500 dollars over the next to years, and put a down pament on a duplex. Rent out one half and live in the other. You will never have to deal with a landlord for the rest of your life! That's 100 dallars every month in untouched savings.

I hear that you pay your bills, but even if you didn't, this is illegal for him to do. Most state laws require a landlord to provide minimum standards, and gas for the stove would be on the list.
Turn the evil guy in to whatever authority you can find.

Legally he has to give you advanced notice and if you have kids in the house that makes things even more in your favor especially if you aren't behind on any bills. He can't just decide one day to turn off your gas unless he brings you an electric stove to replace the gas one you have. Get ahold of the court house in your area and tell them what he did and what you need to do about it

He might be in violation of the lease. Read the part that mentions utilities and each side's responsibilities. You may be able to break the lease and move out -- or at least use that threat for leverage. Also, call your city and see if this is a violation of the local housing laws.

Some services such as heat/water must be available or in some places you can withhold your rent. I would see a lawyer right away (many do free consultations) and find out exactly what your rights are as a tenant in your location.

You can report him. Check to see which office supervises housing in your county. They will send someone out THE SAME DAY. What he has done is illegal, but finding an Attorney to sue him will be hard...it's not a "monetary" type issue.

Check your lease agreement. Does it say he is to provide the gas or do you need to provide it? If it says he will supply utiilties, then yes, he is in violation of the lease. (either included in rent or in his name and you reimburse) If it says you are resonsible for the utilities under you own name, they you do not have a leg to stand on. You will have to call the local utility company that delivers you gas and have it hooked up in your name.

Turn him in. If you pay your bills he has an obligation to fix it. Call your local department of health. They will make him turn it on. It is a health code violation.
