YES OF COURSE!

I play Counter-Strike: Source on my laptop and I have a nVidia 6150 video card (yeah I know it sucks but it's OK) and I can play high settings OK. Framerate might be somewhere around 30~220 fps.

30 is pretty decent to be honest with you, but I think it'll average 40~80 in de_dust. In maps such as fy_iceworld, I think it'll go up to 60~120 fps.

Sorry, To me the faetures you provided us looks as of its not a gaming PC. A Gaming PC consists of 2,3, or even 4 Hard drives.
Has the latest Graphics Card installed on it such as the nVidia 1gb Card. Has around 3 to 4gb Ram installed and the price nothing close to $700. Also the CPU would be Dual Core and mat also have a Water cooling Fan installed.

It's quite nice, plenty for Counterstrike! If you wanted to boost performance even more, a beefier video card like a 7900GT (or better) would be the main thing...
