For instance, if you're wearing a 3-buttoned suit, are all three buttons buttoned, or only the lower two, or the top two? What is the "fashion standard" for this? What about a two-buttoned suit? Top button, or lower button?

No you should just button the middle one. that way when you are sitting it is not pulling and will have give for opening. If you are standing for a while you can button the two bottom ones. Never all threee.

the bottom half should be buttoned so if its 3 button, button the bottom three. otherwise if you want a more relax look and you want more room in your blazer, just button the middle blazer not the first one!

You unbutton the bottom one when you sit. That way you don't bulge up on the top.
Otherwise, keep it buttoned. It looks more professional that way.
