No, at least not literally once they are born, but you could say yes if you are talking about abortion (which takes place around the world, and not only in Japan).
I'm Japanese and I never heard about baby killings...there is no limit on the number of babies the individual can have. I think you are talking about China, where you can only have one child (I'm not sure if they still have that rule today, though).
Right now in Japan, the baby population is decreasing, so it's actually more encouraged for a person to have a baby! Even the government is trying to increase the baby population, by supporting the parents-to-be and giving them some money to support the baby!

saw a docu and its china they are only allowed one child and anyone found to be pregnant with second have them barbarrically removed even abortions going on at 8 & 9 months and the babies are left to die and this is the government! many women die as a result or are horrifically scarred physically and emotionally

Yes, it's the law. My wife is Japanese and she should have an older brother. But he was taken away at birth by evil ninjas and turned into sushi. Lucky for my wife she was found by a good ninja who spirited her out of the country on a a dragon, otherwise she wouldn't be here now.

babies are murdered worldwide - sad, but happens. of course, there's abortion too...
if you're talking about the one child policy, that's china. each family's only allowed one child, due to massive population explosions. there the girls are often left to die as the boys are judged more useful for work, etc.

I've never heard of that, but they kill off all their girls in China. That's why I'm going to go over there once I'm a little older and adopt one or 2. They shouldn't have to die because of their gender.

Not sure about Japan, but in China dead baby girls are usually served as a delicacy and disguised as chicken soup.
