It depends on your definition of "best," but there are quite a few free MMORPGs available now. You just have to know where to look in order to find them (I'm assuming you're asking because you're looking for one to try).
I think the MMO that I had the most fun with was MapleStory. I haven't played it in a very long time (since the beta test), but it was great fun. The community is quite large, so there's never really a dull moment (except for the leveling part, but even that can be made fun).
I also had some fun with Knight Online, Hero Online, and Silkroad Online. I don't play them much anymore (mostly because I spend my time on console games and Diablo II: Lord of Destruction now), but they're good games.
You may want to try looking at FreeMMORPGList.com, though. A lot of popular (and not-so-popular) games are listed, from RPG to FPS.

I'd go for either Flyff or technically, Guild Wars. A friend got me into Flyff, and I couldn't stop playing it because it was soo damn fun (and there's no falling damage, always a plus). Guild Wars is pretty when on the right PC, and the gameplay is great as well.

Depends. For RPG's, I'd reccomend World of Warcraft. If you're stripped of cash or can't pay, then I'd stick with RuneScape or something similar.
The best free First-Person Shooter would have to be Wolfenstein: Enemy Territory.

I vote for Flyff. Really cute game...if you like cute, that is. The characters are pretty girly, the HP potions are things like lollipops, cookies, and strawberry shakes.
