Yes, but it has a tendency to make things dry. For example, when you take too many showers, it will wash off natural body oils and make your skin feel dry and itchy. People usually correct the problem with body lotions, etc.

if the temperature is less than 32 F or 0C, the the water is not wet because its a solid

Also, superheated steam is not wet- but dont touch it to find out because it will burn your skin off. It will cool and condense and become wet very quickly.
