yes you can just as long as the laptop reaches the games minimum requirements it will work. And also for counter strike you need a internet connection.

Yes.
Make sure the laptop EXCEEDS the minimum requirements...exceeds the *recommended* requirements would be better.
You should also try to have atleast 1G memory (2 if the game requires 512Mb-1Gb). The increase in memory will do more for you than overclocking would (since laptops shouldn't be overclocked - they can't dump heat fast enough).

If your laptop has a decent graphocs card with adequate video memory and you laptop has adequate RAM, you should be able to play the games. My recommendation is 256MB video RAM and 1 GB of SDRAM or better would suffice for a reasonable good performance of the game.
