Sometimes they can only hire a few people because they cannot pay them all. Or sometimes it is just hard to find the perfect voice for anime characters, and just stick to one that suits anime voice, especially the children voices.

seriously.. i have no clue.. but i hear that alot. I was watching Full Metal Panic.. and i sware i heard someones voice in there as a different character. I really think that alot of people sound alike.. for, in one show, i looked up the characters of two people that sounded the same, and it wasn't the same person.

that's why you should not watch dubbed anime. you should prefer jap with Eng subs. They are the best. And the seiyuu ( jap voice ) are real pros so they really get into their characters.
