Type MSCONFIG in the run command line then on the start up tab uncheck anything that is nonessential like Quick time, Messenger, etc. Make sure you double check everything you unchecked. If your not sure Google it. Then your PC should power up faster with out loading any nonessential programs.

Here are some tips:

1. Decrease the number of programs which load at startup. Go to Start Menu > Run > enter "msconfig" (without the quotation marks) > select the "Startup" tab > uncheck any programs you do not want to load at startup > [O.K.] > Restart.

2. Delete any obsolete and useless files with Disk Cleanup. Go to Start Menu > All Programs > Accessories > System Tools > Disk Cleanup > check Temporary Internet Files, Temporary Files and Temporary Download Files.

3. Defrag your hard drive using Disk Defragmenter. Go to Go to Start Menu > All Programs > Accessories > System Tools > Disk Defragmenter > click [Degrament] > Restart.

4. Remove any obsolete or erroneous registry keys. Editing Windows registry is not to be taken lightly. You have to know what you are doing. You can use the free program CCleaner (http://www.filehippo.com/download_ccleaner/)

Try this it worked for me. Plus its fast.
1. Click the start menu
2. Click Run
3. Type in msconfig and press "OK"
4. Click on Services top right, next to start up.
5. Click on "Hide all Microsoft Services" (Programs needed to run windows)
6. Click on "Disable all"
7. Now click on Startup (top right)
8. Disable All(Disabling all Stupid programs not needed to run windows.
9. Click Apply then close.
10. It will ask you to restart for changes to take effect. "RESTART" You will notice the difference as it boots. If no Difference. More than likely Hardware issues.

If there are programs you do not use anymore, Uninstall them. You will get more space on your hard drive and you will not load those programs when you start up your computer.

Go to Start>Control Panel. When it opens, double click Add/Remove Programs. look for the program you don't need any more, and click "Remove" or "Change/Remove"

click start>run then type in msconfig press enter
click on the last tab "startup" uncheck whatever you don't want to start up you will need to reboot to make the changes final a window will pop up tell you that you have made changes yada yada yada. check the box that says "don't show me this on startup"

Warning: MAKE SURE ANYTHING YOU UNCHECK IS NOT NEEDED TO MAKE YOUR COMPUTER RUN PROPERLY

do you mean power up faster? in Windows XP, you can always try Hibernate or Standby power modes. You can set these in the Control Panel under Power Options.
