how do i treat it without doing any harm to the fishes?

It has ick or some other parasite. Observe the fish, looking for any telltale signs, and report them to the folks at the petshop. They should be able to hook you up with a possible remedy.

What are your water parameters? How often do you do a water change? What kind of fish is it? Most of the time a fish scratching (flashing is what it is called) means something is irritating the fish's skin. Usually it is a result of excess ammonia or nitrites. But sometime fish will flash seemingly just for fun. Guppies are known for this behavior, as are some barbs.

Don't teat for anything until you know for sure what it has. Try changing your water 1st and see if that helps.

I have seen my fish do this from time to time and i add a little bit of aquarium salt to the tank. The box will tell you how much per gallon to add. If it is more serious like ich, you should be able to see small white patches on your fish. The pet store sell safe products to treat this as well.
