Ok, now that that's out of the way. Yes, it's a phishing email, someone trying to steal your PayPal User ID & Password, in your case, a fool's errand.
Please enable "Full Headers" and forward the email to Spoof@PayPal.com
Then contact your credit card company & inquire about the charge, just in case, but it sounds like your standard phisher

Paypal charged me $one hundred for having an inactive account back in Jan 2011. Refused to pay it, sent to employer, double the charge now with activity, GF left me, and that i'm attempting to get mortgage for a house and been denied two times.

It sounds like a spam email. You can forward it to spoof@paypal.com (I think that's the correct address, if not check Google for the correct address.) Paypal will let you know if it's spam. Also check your credit card account. Never open those emails that say they have charged your pay pal account. I get them all to often.

Don't click on the link. They know you didn't make the purchase, they're trying to get you to give up a credit card number to "verify" the phony transaction. It's called "phishing". Forward the email to spoof@paypal.com, and they will verify that it's a phony email.

Hi. Jeez, do not open it! Sounds like a 'phishing' expedition. Call credit card company NOW and see if this is real and let them know you may have an ID theft in process.

You need to contact transunion, equifax, and the other credit bureau. Give them the amount, date, and time it was posted on your paper work. Let them take it from there.
