Jack Sparrow's compass is special because it's supposed to point you to your heart's desire. It was given to him because he wanted to seek out Davy Jones' locker, but the thing is it wasn't working for him because Jack Sparrow doesn't know what he wants.
He passes it on to Elizabeth because they all believed that since she wanted Will back, it was going to point to him and guide them all to Davy Jones because that was where Will was. Wow, your a genius, I didn't even catch it until now. She sat right above of the chest just before the arrow pointed to Jack, and she complained about it. And when Jack came it pointed to her, but at that very moment he was desperately searching for the chest. Good eye, sniper!
