yes mine has a built in dvd rom/cd rw and can play them some have them built in mine does

Yes, you're right. Normal windows doesn't come with DVD decoding software, as it is licensed by other companies (like Dolby, for instance). For about $19 you can buy a plug-in for Windows Media Player, that will let you play DVDs. Take a look at: http://www.microsoft.com/windows/windowsmedia/player/plugins.aspx#DVDDecoder

This may sound daft but check to see that you have a dvd rom and not a cd rom !
You can`t play a dvd on a cd rom .

you probably will because maybe you dont have a decoder or it isnt compatable to play movies with the version of windows you have

Click on start,click on my computer,right click on hdd,click on properties,across the top go to hardware, click on it,does it say dvd/cd.r...if not youve not got a dvd reader
