I would like to start a shipping business from the US Virgin Islands to Haiti becuse there is none and the?

Haitian people over there are complaining about that because there is shipping to all other islands(Dominica, santo domingo, Barbados...) except Haiti. How should I start? Should I contact the shipping companies over there such as Tropical or Crowley ?(they exist in Haiti also) or What? Help Please
