I mean, in the Torah or other Jewish holy book, does it say that a jew is allowed to marry someone outside of their fath like a Muslim or a Christian? and do these rules apply for both Jewish men and women?

You ask about interracial marriages. The answer is that there are Jews of all races, and they marry with one another.

If you had asked about inter-religious marriage, then the answer is as long as the non-Jew undergoes conversion before the marriage, then he or she has become Jewish and there is no impediment to the marriage.

yes it is forbidden in the Torah and in Judaism in general to marry someone outside the religion.
