Depends on business type, and where you live, state, county and local regulations. Check with your local chamber of commerce, or go down to the local courthouse and inquire in the clerks office.

There are no age limits for setting up your own business in most parts of the country. The IRS will gladly take your money. And if you work people 1-5 or more uncle sam may help you out. Although there could be an age limit envovling uncle sam helping you. But I just saw on the news a very young man not out of high school bought a grocery store in his town just so people would have one there. So get with it. You stand to do better in a business than any job you could ever have.

There shouldn't be one. In the UK there have been 12 year olds with registered businesses. Upper age shouldn't have a limit either, as there is no retirement age on self employement.
If you are in the UK check www.businesslink.gov.uk
Im sure the US have a similar site from the government, which should keep you up to date with all rules and regulations.
Also you may need to think about bank loans, no bank will loan to under 18's or people over the age of retirement. Hope this helps!Good luck!

Most states 18 for most businesses.
But if you want to start a bar or store that sells alcohol, you have to be of legal drinking age in that state.
