I mean, in the Torah or other Jewish holy book, does it say that a jew is allowed to marry someone outside of their fath like a Muslim or a Christian? and do these rules apply for both Jewish men and women?

My understanding is qualified yes sometimes. I'm not however sure where these traditions are documented tho.

If woman is jewish marries non-jewish, children are jewish because mother raises kids.

Some jewish people have other race but still jewish. I think its o.k. to marry one of them.

If you are guy and marry non-jewish girl, I think that is trouble. (If she converts tho, I'd assume that's another story.)

If family not to strict on religion then that's also another story, like anywhere.

first of all
interracial means different skin colours, different physical features (like asian and white)
if they are jews, skin colour and physical features mean nothing. anybody can be jewish.
however, your question is more like can a jew marry a christian or a mouslim, etc. answer is, interfaith marriages are forbidden!
of course, in more secular lights, conversion if done properly is permitted, and most, (most!) converts do so in a secular way because orthodox judaism is religious and tougher. however, judaism strongly recommends conversion that is not for the sake of marrying someone. if you convert, you must want to be jewish and promise to live by the torah guidelines, not just convert for a fiance and forget about it.
if the mother is jewish her children are automatically. unfortunately in some families no one cares and they are raised otherwise, but thats another issue. hope it helped. for more info, go to askmoses.com, jewfaq.org, etc. ps-interfaith marriages are fobidden for the sole purpose that love is in fact greater than anything.

It depends if you're talking about secular Jews, then the answer is yes and even a form of gay marriage is allowed or tolerated, or Orthodox Jews, then NO. A goyem is not allowed to marry a shiksa, and absolutely no gay marriage.
