It's Protector Fixative Spray. Two companies are Winsor/Newton
or Blick Co. Specify for pencil work. There are other ones sold by architectural supply stores.

A cheaper alternative is hair spray in a can (not a pump). Works really well and you can usually get some for a buck or two instead of whatever it is that fixative costs.

Try a product called Crystal Clear, available in most hobby and craft stores in flat or glossy. It is my favorite sealer for pencil. Use it lightly in two or three coats... but mind the smell... heinous stuff. =)
