Use Rent-A-Coder to ask for bids. You can specify that you require everyone who sees the specifications to sign a Non-Disclosure Agreement. It is not a perfect protection, but it is better than nothing. At least you have a basis for legal action if one of the coders steals your idea

Most likely the designer is not interested in starting up a business other than the one he/she has already.
I would post on craigslist.org and see what kind of response you get , you most likely will get some responses from overseas and they will not really care or be able to start a US business.

You could just learn the necessary languages yourself and start it without any help, so that you can prove you were up before any imposters were.

you can go to www.freewebs.com and build your own, its fast and easy. I did it and it works great!
