One website you can go to is http://www.thedirectory.org/pref/ . There you can look up and type in the area code and prefix. It will tell you if it is landline, cellular or both. Keep in mind that people with portable telephone numbers can transfer their old home landline phone number to a cell phone.

most numbers have a certain area code or beginning numbers depending on whether it's a wireless or landline number. you can compare it to local numbers of yours or reverse search it on whitepages.com

One way to tell is to look in your local phone directory where is gives the charges for local and toll calls by the 3 digit prefix. If the prefix is not listed and you know that it is local then it is probably a cellular number.
