i paid for a product with paypal on ebay its been over 90 days i never got product
ebay wont do anything
paypal wont email me back
what do i do?

Sorry to learn of the fraud.It happened to me as well.If the seller is located in the state you reside file a small claims suit.If not find where he lives and contact the attorney generals office of his state and ask if they will intercede on your behalf.Be aware that the process may take a few years to resolve and may not be favorable.I LOST my action.

What do you mean PayPal won't e-mail you back? I've had the occasional issue with money sent through PayPal but they've NEVER taken very long to get back to me.

Try the better business bureau. I think that comes under mail fraud which, I believe, is still a Federal Offense.
