Well i think it means if they are investing money into some building projects they already have figured out the expenses will cause $2.4 trillion. But as their budget is $3 trillion, so it outweights their expectation to fail.They avoided to to consume the 3 trillion, so it's more of a savings!---heheheh not sure...
