In the question the term 'cells' does not apply to all the options. For example, blood vessels is not under the category of cells.In fact none except adipose cells come under the category of cells.If we skip this slip, then the answer would be adipose cells(d).Adipose cells(adipocytes) lie below the dermis.
Let me also correct one of the answers given for you.Sebaceous gland secretes sebum, which is an oily substance. It is the sudorific gland which secretes sweat.

The dermis layer refers to the layer of the skin below the epidermis. Adipose tissue is fat tissue. Sebaceous glands are sweat glands. Hair follicles and blood vessels are obvious. I believe the answer is adipose tissue.
