In simpler terms, any money they have to invest to to get the new policies and measures going would benefit people so much, it would be worth the money. They would "pay for themselves," in other words. Even though they have to spend a little bit of money to make it happen, the final product will be worth far more than what they had to invest.

It would cost money to implement the new policies and measures. However, those new policies and procedures would then mean that there would be savings overall, and so the money saved would pay for the cost of implementing the new policies.
