How do I get my ping lower to allow me to play with others at lower ping rates??

It's probably your internet connection. What type of connection are you using to play your games? Also, has this always happened, or is this just a recent occurance?
If you're using cable or DSL, you may want to try contacting your ISP. My boyfriend and I use Comcast, and we've recently been experiencing the same problem; high ping rates on game servers, especially between 7 p.m. and 10 p.m. We contacted the company and they sent a technician out to check the cable lines and make sure everything was okay (granted, it didn't help with our problem, since it's a signal and crappy service issues on Comcast's end, but that's another story). You may need to do the same thing, and they'll be able to tell you if it's a problem with your modem or router (if you use one), or if it's just a line issue.
I don't know a lot about DSL, but if I remember correctly, your distance from the signal will affect your connection speed. If you live next door to the signal, you're going to have a much lower ping than someone who lives further away.
If you're using dial-up, then unfortunately, that's just the way the cookie crumbles. You're always going to have high ping rates, just because your connection is considerably slower than others with broadband.
Also, be sure to check your computer for spyware and viruses. It may not be a direct cause, but a clean computer is a happy computer, and it's always a good idea to run daily scans and updates to make sure that your computer is in working order.
Again, I would contact your local ISP and see if they can help you troubleshoot the issue. Who knows, it may be a failing modem or something happened to your line.
