Contrary to the popular answer of kicking the husband's azz. I feel the wife should us this as a wake up call. Obviously she wasn't fulfilling her end of things in the marriage to cause her husband to stray. She should ask for forgiveness and what she can do to fix the marriage so the husband has no need to stray.
Everyone is so quick to jump on the husband without considering what really led to the panties in the truck.

Apparently they are not yours, and you feel your husband is cheating.
You could ask, but that invites a lie.
You could do the 2-yr old approach, saying what you found, what you think it means, and what you are going to do expecting that if its not the case, he will strongly disagree and give an actual, meaningful answer.
Keep in mind that they could be there and your husband not know it.. guys sometimes play practical jokes like on each other. Its not impossible that they put them there to heckle him for not joining them at a strip club, or for not eating hot wings with them. In that case, they are meant from them to him, not to you.
If he is cheating, its either an event to never be repeated, or a process. I would suggest that as part of the 2-year old approach you refuse to be physically intimate with him until he passes a blood test for std's. Even one affair could kill both of you.
You could bring the panties, and his toothbrush to the right lab, and see if anything happened. If it did, you would have evidence admissible in a court of law. That might strengthen your position when you talk to him. My guess is that you washed them, or threw them away, destroying any useful evidence on/in them.

You may have a problem if the item in question doesn't belong to you. Ask him what his explanation is for them being there and use your good judgement to figure out if he's telling the truth or lying.

I would get a baseball bat and my husband and go outside. I would show him the panties and see what he has to say. Every lie gets a good swing (buh bye windshield, head lights, possibly his knee caps)
