how do i get to sootopolis in pokemon emerald?

Go to route 127 and TELL your pokemon to use Dive when your underwater you'll eventually come across a cave go into the cave and walla Sootiolis city. PS. the game will ask you if you want to dive up click yes Sootipolis city.

go to route 127 and find water with a darker colour and dive, there should be grass where you can catch pokemon underwater,find a cave,go into it and press B to dive again,you should be at sotopoli town watching groudon and kyogre battle.
