You're an idiot. Is it worth getting caught? Getting suspended or expelled? There is no such thing as a school appropriate prank. And it could backfire on you---people could decide you're a huge @sshole and that the victim is someone who deserves their kindness and attention.
And why waste your energy hating someone, much less hating them enough to plan some elaborate prank?

1) Fill a paper bag with shaving cream.
2) Flatten the open end and slide it a few inches into one of the vents of his locker.
3) Smash bag, filling his locker with shaving cream (don't smash the bag too hard or it will burst on you).
Totally juvenile. Totally awesome.
