what is that cyclindrical bulge on my laptop power supply?

If you're talking about the thing around the cord, it's a ferrite noise suppressor. It's supposed to keep power line noise out of your supply.

It is a fuse that will blow if there is an extremely high current put through the line from the switching power supply.
