Pick a theme:
"Movie Night". Include a DVD, some popcorn and a 2L bottle of their favorite beverage.
GAMES: Choose classics like Candyland or checkers for the little ones, Monopoly or Risk for older kids. You can prolly get 2 or 3 games for $25.
Ice Cream: A set of ice cream dishes and toppings.
Use your imagination and make it fun!

You should do the gift certificate thing but accompany it with something homemade. Maybe something you bake for each family or a small photo albumv( can even get this at dollar store) with pics you've take of them over the years (19 cent a print). That would make it a little more special and personal than just the gift certificate.

How about a game that the entire family can play? Connect Four, Monopoly, Scene It? or even Yachtzee. Since the smallest child probably can't play those games, add in a card deck for Go Fish or Concentration.

How about a pass to the movies? Or a rental card for Block buster or Movie Gallery so they can each pick out a movie? How about a card for their favorite fast food joint? You can actually buy a DVD player right now at Walmart for $29 brand new. The whole family would love that to watch movies on.

DVD of a new (age appropriate for all) movie. You can make it the center of a gift basket with popcorn, candy and sodas.
A family board or card game. Again you can make it a basket by adding some snacks, etc.
Movie passes. You can ussually get them at discount at Costco warehouse clubs.
Passes to go to an entertainment place like putt putt or bowling.

Walmart has tins of popcorn with toys, puzzles, or scrapbooking stuff on the top. If you're in to making things, you can make a food gift, put it on a nice Christmas plate they can keep and reuse, wrap it in colored plastic wrap and tie it with ribbon. You can also personalize ball ornaments with the names of the family members with glitter glue pens. Hope this helps. Merry Christmas!

You should have Christmas ornaments made at the mall for them. They sell them and you can choose which design you want and you can have stuff written on them. My family and I went there when I was little and we made them. They are a great gift and are under 25.00$

Try pre-payed movie passes to a theater in their area. They can pick a movie they really want to see together - your treat. I have done this before for as little as $5.50 each. Of course it depends on how many you are buying for.
