Whenever Naruto taps into the Kyuubi's power and enters any tailed state, the Kyuubi is slowly taking over. The strength of its control is directly proportionate to the number of tails Naruto has. When Naruto is in four-tailed mode he can't distinguish between friend and foe and demolishes anything in site. Plus, whenever Naruto activates the Kyuubi's Chakra, it slowly eats away at him and shortens his lifespan, similar to Tsunade's healing factor. So no, Naruto always maintains the same amount of consciousness when in four-tailed form, which is very little.

Given your reason, NO. Strength is not a sole basis for becoming a hokage. Remember, orochimaru was supposed to be the yondaime hokage (fourth hokage) but because of his wicked plans, sarutobi choose someone else, the yellow flash, kakashi's sensei. And at that time, Orochimaru is way stronger than kakashi's sensei. Remember too that Danzo, the head of ROOTS, an ANBU program, is stronger than Sarutobi and was actually a candidate for becoming the sandaime hokage (or third hokage) but because Sarutobi has more passion and devotion for Konoha than Danzo, Sarutobi was chosen instead. A kage should have an exterme passion and devotion for his country and country men. He should put his country above his own life. Of course, one should be the strongest (or as much as possible the strongest) in the country to be able to protect his countrymen but strength only comes secondary to passion and devotion. So again, given you're reason that Naruto is very powerful in his 4-tailed form and can beat orochimaru, my answer is NO.

I would say no, because the number of tails indicates how much control the nine tails has over him. So no matter how well he learns to harness the powers of the ninetails, he won't get any better at staying conscious with 4 tails

At some time in the manga he has to. By the end of the series he is prolly gonna go to the full 9 tail form.

After Naruto transformed to his four-tailed form, he can not extinguish who his enemy or friends are, meaning he can kill whoever was on his path, friend or not. The demon fox takes over him. Sakura once tried to calm him down, he cuts her arm because he was still unable to distinguish his friends and enemies. Yamato had to use a demon-controlling technique to put Naruto back to his human form. After he regained consciousness he asked Sakura and Yamato why the forest where the battle took place was leveled, meaning he had no idea that it was his cause.
