He's still one of the 10 most wanted for more than just 9/11.
He was initially placed on the Most Wanted list for crimes that preceded 9/11, it's possible that the FBI just never updated his list of crimes.

No, Richard is correct, the FBI handles only internal affairs. The CIA, however, will handle the foreign ones.
